Is our literacy so lacking?

There was a story on CNN today titled Secret Service protects expectant duck with accompanying pictures.  Now, aside from the fluff nature of the story, it seems appalling to me that the Secret Service could put up a sign, and CNN could present a picture of it, without anybody seeming to notice the rather obvious misspelling of the word "Quiet" as "Quite".  It also looks like the word "Please" is spelled "Pleese", but that may just be the quality of the photo.

How many tourists see this?  How many government officials?  How many editors read the CNN piece?  They can't all miss it, or is literacy so totally lacking these days?
