This limit was reported by Mark Ramos of Granite Software, who wrote:

This limit is documented as SPR: SKIN8E5SUS - According to Shane Kilmon/Westford/IBM: a fix would require a very low-level architectural change, so will not be delivered in 8.x. They are investigating for N/D 'next'.

I have made the assumption that is is true back to ND.7. If anybody can confirm that it was true earlier than that, please add a note in comments below.
